Developed and instituted a chapter certification and governance program for 84 chapters serving 54,000 members across the US. Developed policy and liaised between the Federal Bureau of Investigation and the INMA General Counsel. Joe has spent his entire career spanning more than 30 years in Information Technology based in Chicago. From the early days of personal computers, hacking together Commodore and Apple Computers till today’s advanced Threat Hunting analysis and serverless computing, Joe has been an early adopter of technology and an evangelist for securely delivering Information Technology to a wide range of organizations. Starting as a University of Illinois graduate, he worked as a system programmer/operator on the initial Cray computer installation and installed the University’s first Computer Networks including BITNET and local area networks. Then as a consultant in Chicago, he worked at several Midwest firms installing and securing over 500 Networks.  

Joe has spent his career across many vertical markets including manufacturing, financial, legal, and healthcare markets. He has managed teams at companies ranging from regional firms to global enterprises, and developed infrastructure, security and compliance programs for those companies. Bringing insight into the mind of a CISO, Joe has implemented regulatory programs to address today’s complex compliance requirements such as HIPAA/HITECH, ITAR, SOX, and GDPR. Joe has been active in the Chicago area over the past 30 years as well with his family and with Baseball and Cub Scouts.  Joe is a District Commissioner with the Pathway to Adventure Council, and Cub Master of Cub Scout Pack 39 with over 120 members.
 
With a passion for education and making connections with people, being an InfraGard member for the past six years has been a great experience. Joe’s role, if elected, would be to continue that outreach to InfraGard Members and prospective members around the Chicago Area. As an Information Technologist Joe has realized that it all starts with people, and it cannot be all about technology. Getting elected as a Board Member of the Chicago Chapter of InfraGard is a great way to contribute back to our community and our partnership with the FBI.

Graciela Perera is an associate professor in the Computer Science Department at Northeastern Illinois University (NEIU). Recently, she presented a position paper in the Global Experimentation for Future Internet (GEFI) community. GEFI connects researchers and research sponsors in the EU, US, Japan, Korea, and Brazil to advance international collaboration for experimental research in future networks. Furthermore, during the month June 2018, she was selected to participate in Google’s Faculty in Residence (FIR) Program. At FIR Graciela was exposed to innovative teaching methods for diverse populations and best practices to interview in High Tech Companies such as Google. Additionally, in March 2019, she was a speaker at the Google funded initiative promoting the participation of Hispanic Females in Computer Science, Computer Engineering, and Software Engineering for undergraduate research.

She currently, volunteers Vice Chair for the year 2019 and has been a member since Fall 2017 of the CompTIA’s Executive Council, Advancing Diversity in Technology Community. In Spring 2012, Graciela Perera was a visiting professor at University of Texas at El Paso. She received her Ph.D. in Computer Science and Engineering from the University of South Florida. Her current emphasis in research is innovative pathways between students and testbeds with a focus on discovering applied experimental approaches towards modeling Internet attacks and defenses.

She has been involved in efforts to increase the participation of women, minorities, and Hispanics. She was the recipient of the 2011 Estrella de LUNA award from Ohio’s Latinas United Networking Association. This award is given to a Latina in the community who exemplifies generosity and dedication to Hispanics and the community. Additionally, implementing collaborative activities inside and outside the classroom allows Graciela to actively engage her students, colleagues and community in the process of learning and research. She is the founder of the first student Affinity Research Group at Youngstown State University and is part of the Computing Alliance for Hispanic-Serving Institutions (CAHSI). She recently laced up her boots to hike Mt Kilimanjaro in January 2016 with her husband, David. In November 2019, they traveled with National Geographic to explore Antarctica.
